Mr Ba graduated in Master of Science in Telecommunication at the University of Toulon in 1987.

He joined the International Telecommunication Union (ITU) in 1997 after working for ten years in the Telecommunication Administration of Senegal.

With over 30 years’ service at the ITU, he has held several responsible positions within the Radiocommunication Bureau, passing from an engineer to the Head of the Terrestrial Publication and Registration Division responsible for processing frequencies and maintaining related databases, maritime publications, radiomonitoring and resolving cases of interference.

Mr Ba has been participating in 8 World Radiocommunication Conferences. He also participates in the training of engineers of administrations of ITU Member States and other capacity building activities.

Mr. John OMO is the Secretary General of the African Telecommunications Union (ATU) having been elected during the 5th ATU Conference of Plenipotentiaries held in Nairobi in August, 2018. He is leading the Continental body entrusted with building consensus within African countries and coordinating African Common Proposals in international fora.

Mr. Omo in his 27 years experience as a lawyer has contributed immensely to the drafting, vetting of local and international instruments, agreements and treaties, representing Government in civil and arbitration matters, researches on policy and legal issues. Prior to his election, he was working with the Communications Authority of Kenya where he provided leadership over the Authority’s Legal policies and strategies and participated in a number of treaty making local and international meetings. He holds a Master of Law degree in International and Commercial law from the University of Sheffield, UK and a Diploma in Human Rights Law from the UN Human Rights Centre, Geneva and ILO Centre Turin among other professional courses.

Ms. Olfa has 19 years’ experience in the field of ICT and is with the position of Director General at the National Agency of Frequencies Tunisia. She is responsible for the integration of new frequency allocation procedures and the determination of a national strategy to prepare the digital infrastructure and to define management strategy of frequencies spectrum and analyze the economic, regulation and technical spectrum’s aspects, in order to integrate a new procedures and tools in frequency allocation.

Dr. Mohamed El-Moghazi is the Acting Executive Director, National Spectrum Affairs Department, the National Telecom Regulatory Authority (NTRA), Chairman of the Arab Spectrum Management Group (ASMG) 1, and Vice-Chairman, the Preparatory Meeting for the World Radiocommunication Conference 2023 (WRC-23). Dr. Maghazi is holder of a PhD in Electrical and Electronic Engineering, a Master’s Degree in Telecommunications Management; Postgraduate Certificate in Research Methodology for Business, Management, and Engineering (University of Strathclyde); Diploma in Communication Management (University of Colorado). Furthermore, he published myriad papers in esteemed conferences and prestigious journals and supervised many master’s theses and PhD dissertations on spectrum affairs. He was awarded the British Chevening Scholarship from the Foreign and Commonwealth Office in 2007 and was also chosen as one of three finalist candidates for the Professional Achievement Award (UK Graduates) in 2018. Dr. Moghazi, also, won Young Researchers Award from the Pacific Telecommunications Council in 2017. He is the founder of the Global Telecom Policy Researchers Network (GTPRN), a non-profit initiative and research society for researchers in the field of telecommunications policy.

Atiku Lawal has a Masters in Telecommunications Engineering obtained from Birmingham City University ,UK.

Atiku has worked with the regulator Nigerian Communications Commission from 2003 until present, and currently serves as presently the Head of the Spectrum Administration Department.

Peng serves as the Vice-President of Policy & Regulatory at GSOA, where he spearheads advocacy efforts in critical policy and regulatory domains, including spectrum management, market access, and national policy initiatives. With a rich background in the telecommunications sector and expertise across mobile and satellite industries, he’s been advising governments and telecom industry globally.

Before joining GSOA, Peng played a pivotal role at Eutelsat OneWeb in shaping international regulatory and policy frameworks, focusing on delivering satellite licensing structures to accommodate Low Earth Orbit (LEO) constellations, and tailoring satellite regulatory procedure during WRC-23.

Prior to this, at GSMA, Peng was responsible for the global campaign aimed at optimizing spectrum licensing conditions for mobile operators worldwide. He led a diverse team of policy experts across developing markets, engaging policymakers and regulators to advocate for industry best practices in telecom policy.

Peng holds a Master’s degree in Telecommunication from the Swiss Federal Institute of Technology of Lausanne, complemented by an Executive MBA from the London Business School. Peng is fluent in English, Mandarin, and French.

Ferran is currently working as Manager, Future Spectrum at GSMA.

Ferran successfully earned a Master’s degree in Advanced Telecommunication Technologies and a Bachelor’s degree in Telecommunications Engineering from the Polytechnic University of Catalonia. During his degree, he carried out a three-month stage at the ITU Radiocommunication Bureau, working closely with the ITU-R Working Party 5D. He also completed part of his studies as an exchange student at the University of Linköping, Sweden.

Dr Martha Suarez is President of the Dynamic Spectrum Alliance and has over 15 years of experience in the telecommunications industry. In her current role at the DSA she advocates for laws and regulations that will lead to more efficient and effective spectrum utilization, which is essential to addressing key worldwide social and economic challenges. She spent over three years as General Director of the National Spectrum Agency in Colombia, having originally joined the ANE in 2013. Before that, she was awarded with a Marie Curie Fellowship and worked at the Instytut Technologii Elektronowej ITE in Poland for the Partnership for Cognitive Radio Par4CR European Project. Suarez is an electronics engineer, with a master degree in high frequency communication systems and is Doctor in electronics from the University Paris-Est.

Stephen is currently Head of International Spectrum Policy in the Spectrum Group of Ofcom (UK) and has been in that position for 12 years. Stephen was appointed, in 2024, as the Chair of the CEPT Working Group for the wider European preparations for WRC-27 and RA-27.

Stephen has participated in the WRCs between 2012 and 2023 (in addition to the respective second CPM meetings). He was the Deputy Head for the UK to the ITU Conference Preparatory Meeting (CPM) for 2023 and the World Radiocommunication Conferences (WRC) in 2015, 2019 and 2023.

During the Plenipotentiary Conference 2022, he chaired an Ad Hoc group looking at revisions to the ITU Resolution that governs the Radio Regulations Board (RRB). During the WRC-23 period Stephen was the Chair of the CEPT Group addressing agenda items related to Science Issues and the CEPT view on the items for WRC-27 agenda. He was additionally elected as Vice Chair for the duration of the CEPT CPG-23 process.

Prior to this he served as a Vice Chair of the ECC Working Group for Frequency Management (WG-FM), between June 2014 and November 2020. Whilst in that role he also served as the Chair of the ECC project team addressing the potential for “Wi-Fi” and similar systems in the 5925 –6425 MHz band (“Lower 6 GHz”), that work was additionally subject to a European Commission Mandate.

Stephen has had a diverse exposure to a wide variety of spectrum sectors and disciplines, under the WRC processes and of the harmonisation functions of ECC. His spectrum journey started in 1989 when working as an interference investigation and enforcement engineer for the UKs Government Department with spectrum responsibilities.

Dr. Rahma Gharsallaoui is Head of International Affairs and Technological Watch at the National Agency of Frequencies (ANF), Tunisia, and Vice-Chair of the Arab Spectrum Management Group (ASMG) Working Group on Mobile-Satellite Services, in preparation for the World Radiocommunication Conference 2027 (WRC-27).

Dr. Gharsallaoui holds a Ph.D. in Information and Communication Technologies (ICT), a Master’s degree in Telecommunications, and an Engineering degree in Telecommunications.

With over 15 years of experience at ANF, she works on national and regional spectrum policy and regulation. She is actively involved in international spectrum affairs through her work with the International Telecommunication Union (ITU), ASMG, and the African Telecommunications Union (ATU).

She has represented Tunisia at several World Radiocommunication Conferences, including WRC-15 (Geneva, Switzerland), WRC-19 (Sharm El Sheikh, Egypt), and WRC-23 (Dubai, UAE), and has contributed as the ASMG Agenda Item 1.4 Coordinator, addressing regulatory issues related to High Altitude Platform Stations (HAPS).

Charles Cooper is Associate Administrator for NTIA’s Office of Spectrum Management. He leads the agency’s work on national and international spectrum policy issues and oversees spectrum management efforts for federal agencies. 

Previously, Cooper was the Enforcement Bureau Field Director at the Federal Communications Commission (FCC) where he managed the nationwide enforcement of spectrum interference affecting public safety communications, FCC licensees and Federal agencies. Prior to serving as Field Director, Cooper was District Director of the FCC’s Los Angeles Field Office. He is a licensed Professional Engineer and received his undergraduate electrical bachelor science degree from Mississippi State University.

Laura is the News Editor at PolicyTracker. She’s specialised in European spectrum policies and the ITU-R WRC cycles. She previously worked as a communications assistant at the European Parliament’s DG PRES in Brussels. As a freelance journalist, she contributed to the Guardian, Deutsche Welle, the Daily Mail and several Belgian publications such as Knack and VRT.

Dr.-Ing. Andreas Wilzeck is Head of Spectrum Policy and Standards at Sennheiser electronic GmbH & Co. KG, Germany.

He is Vice-Chair of the ETSI TC DECT, was Chair of the ETSI Evaluation Group for IMT-2020 and is an active participant in the standardisation work of various ETSI technical committees. He also participates in WRC, ITU-R, CEPT and other PMSE-related spectrum regulatory work globally.

He received the Dr.-Ing. degree from the Faculty of Electrical Engineering and Computer Science at Gottfried Wilhelm Leibniz Universität Hannover in August 2009.

Shiv K. Bakhshi, Ph.D., is Vice President, Industry Relations in Group Function Technology at Ericsson. He is charged with the responsibility of articulating technology and policy strategies for Africa and the Middle East, and works closely with industry and policy leaders in those regions.

A recognized expert in mobile technology, policy and markets, Dr. Bakhshi is a strong believer in the role mobile broadband can play in economic development and in helping unleash the digital vitalities of the peoples in emerging economies.

Earlier, as an industry analyst and consultant, Dr. Bakhshi headed the worldwide mobile network and device practices for a leading research and advisory firm for several years. A frequent speaker at industry and academic conferences, he has presented on a broad range of topics pertaining to the structural transformation of the mobile industry.
Dr. Bakhshi started his career as a journalist in India. Later, as an academic, he taught international telecom policy and strategy, and directed graduate and doctoral research, at the University of Kentucky.

A political economist by training, he has a bachelor’s in Economics from Calcutta University. He earned his master’s as well as his doctorate in Communication from The Ohio State University.

Nada Abdelhafez is Head of Spectrum and Regulatory Affairs for the Middle East and Africa at Shure Inc. In her role, she educates and promotes the spectrum needs of the PMSE industry in the MEA region. She influences regulations, ensures access to spectrum, advocates spectrum policy, and promotes new technologies for audio PMSE. Nada works closely with administrations, regulatory authorities, and policymakers to enable PMSE in the MEA.

Before joining Shure, Nada worked for Etisalat UAE, where she was involved in various activities related to spectrum management, technology standardization, and technology regulatory support.

Nada holds a Master’s degree in Electrical Engineering and has several publications related to optimization and deep learning in audio and video streaming.

Mr Peter Zimri is a public policy and regulatory specialist with over 30 years of international and domestic experience in the telecommunications/ICT, Broadcasting and Postal sectors. His expertise spans public policy, regulation, corporate governance, and technical matters. He currently serves as a consultant and advisor, where he supports initiatives in broadband policy and regulation

Before becoming a consultant, Peter served two consecutive terms as an Executive Councillor at the Independent Communications Authority of South Africa (ICASA), where he chaired the Spectrum Resources Committee and the IMT Spectrum Licensing Committee. During his tenure, he led South Africa’s first multi-band spectrum auction, raising R14.4 billion for the country.

His leadership extended internationally, having served as Vice-Chairman of the ITU World Radiocommunication Conference (WRC-19), representing the African Telecommunications Union (ATU), and as Chairperson of the Communications Regulators’ Association of Southern Africa (CRASA).

Stella Kokwenda Banyenza is a telecommunications and spectrum management professional at the Tanzania Communications Regulatory Authority (TCRA), with extensive experience in radio-frequency spectrum management, regulatory affairs, international coordination and telecommunications policy. Her work involves supporting the effective and efficient planning, allocation, assignment and utilization of radio frequency spectrum resources in Tanzania.

Ms. Banyenza is actively involved in national, regional and international spectrum-management activities, including preparations for the ITU World Radiocommunication Conference (WRC-27). She participates in the work of the International Telecommunication Union (ITU), African Telecommunications Union (ATU), Southern African Development Community (SADC), East African Community (EAC) and other regional and international telecommunications forums, contributing to discussions on radio frequency spectrum planning, emerging technologies, satellite communications, mobile services and regulatory frameworks.

Her areas of professional interest include 5G and IMT systems, private 5G networks, satellite communications, spectrum sharing, spectrum planning, emerging wireless technologies and digital transformation. She has also contributed to discussions on new and evolving technologies such as Direct-to-Device (D2D) communications, High Altitude Platform Stations (HAPS), Non-Geostationary Satellite Orbits (NGSO), Internet of Things (IoT) and future mobile communication systems.

Ms. Banyenza has been actively engaged in Tanzania’s WRC-27 national preparations and regional coordination processes, including work on several WRC-27 agenda items and the development of national and regional positions.
Her professional work contributes to ensuring that Tanzania’s radio frequency spectrum interests are appropriately represented in international regulatory processes while supporting the country’s digital transformation objectives.

She is particularly interested in how radio frequency spectrum resources and emerging technologies can be used to improve digital connectivity, innovation, productivity and public service delivery. Her current areas of focus include the role of 5G Private Networks in supporting digital service delivery, smart infrastructure, IoT, secure communications and the development of Tanzania’s digital economy.

Ms. Banyenza is committed to advancing sustainable digital transformation in Tanzania through effective spectrum management, technological innovation and collaboration among regulators, government institutions, industry, academia and other stakeholders.

Dr. Bienvenu Agbokponto Soglo is Director of Spectrum Management for Africa at the GSMA, where he leads spectrum engagement strategies across priority African markets, supports preparations for WRC, and strengthens the GSMA’s position as a trusted voice on spectrum policy. He works closely with GSMA global teams, industry members, and regional institutions including ATU to advance spectrum frameworks that enable affordable, high-quality mobile broadband and support Africa’s digital ambitions.

A spectrum and technology policy expert with over 20 years of international experience, Dr. Soglo has worked across 4G/5G/6G technologies, spectrum management, digital infrastructure, and digital transformation. Prior to joining the GSMA, he served as Director of Government Affairs Africa and Principal Engineer at Intel, leading strategic engagements on mobile technologies, spectrum policy, artificial intelligence, data governance, and digital inclusion. He also chaired the GSA ATU Spectrum Team, helping shape Africa’s positions for successive World Radiocommunication Conferences.

Earlier in his career, he held senior positions at Qualcomm, as Staff Engineer and Government Affairs Director for West & Central Africa, and at Huawei Technologies as Wireless Product Manager; providing hands-on expertise in spectrum, licensing, and network deployment from both technical and policy perspectives.

Dr Soglo has been an active contributor to global spectrum and IMT standardisation processes, including leadership positions within ITU-R, where he chaired the WP 5D Drafting Group M.1036 and the Sub-Working Group on the IMT Handbook leading the development of the Handbook on Global Trends in IMT. He brings deep expertise in spectrum management and a strong understanding of how spectrum policy drives connectivity, investment, and digital inclusion across African markets.

Alongside his spectrum work, Dr. Soglo contributes to AI and innovation ecosystems through leadership roles in the Africa AI Council, ITU Innovation Alliance, and as a member of the AUDA-NEPAD’s Africa Semiconductor Technical Advisory Group (ASTAG). Fluent in English, French, and Chinese, he holds a PhD in Control Science & Engineering from Tsinghua University and executive studies in corporate governance from Wharton Executive Education.

Prof. Hichem Besbes is a Professor of Telecommunications at Sup’Com (University of Carthage) and Director of the COSIM research laboratory. A former President of the National Telecommunications Authority of Tunisia (INT), he has extensive academic and industrial leadership experience across Africa, Europe, and North America (including monoDrive, Celite Systems, and Legerity). He holds a Ph.D. from ENIT, an HDR from Sup’Com, and was a Fulbright Scholar at the University of Colorado. An author of over 150 scientific publications, his expertise spans digital governance, 5G/AI, and satellite connectivity frameworks.

Kezias holds a Master of science in Broadband and Mobile Communications with distinction from the University of Kent, UK (2008).

He started his radio spectrum management career as a junior engineer in 2003 at the Zambia Information and Communications Technology Authority (ZICTA) rising to senior engineer and manager spectrum management in 2010 – a position he held until his appointment by the African Telecommunications Union (ATU) as a Radiocommunications Coordinator in 2012. 

He has been a keen and active contributor to national, regional and international spectrum management successes including the Geneva 2006 Conference during which he was appointed one of the planning experts for Eastern and Southern Africa, WRC-12 and most recently the formation and running of the African Spectrum Working Group (AfriSWoG).

Ramlah Hussein is a Telecommunications Engineer with over 12 years of experience in radio frequency spectrum management, satellite communications, and telecommunications regulation. She has expertise in spectrum planning, engineering, licensing, international coordination, and the development of regulatory and policy frameworks that support efficient spectrum utilisation and the deployment of emerging wireless and satellite technologies.

She currently serves as the Manager, Spectrum Planning and Authorisation at the Uganda Communications Commission (UCC), where she leads the development and implementation of spectrum planning and authorisation frameworks, national frequency allocation policies, and international spectrum coordination activities. She has played a key role in Uganda’s preparations for successive World Radiocommunication Conferences (WRC), the development of the National Table of Frequency Allocation, and the country’s satellite communications regulatory framework.

At the regional and international level, Ramlah actively represents Uganda in the International Telecommunication Union (ITU), the African Telecommunications Union (ATU) and the East African Communications Organisation (EACO). She actively participates in the work of ITU-R Working Party 4A, contributing to studies on satellite services, spectrum sharing, non-geostationary satellite systems, and emerging space based connectivity technologies. Her professional interests include satellite licensing, direct-to-device (D2D) connectivity, spectrum coexistence, and developing regulatory frameworks that enable innovation while ensuring efficient and sustainable spectrum.

Ross is the GSMA’s Senior Director, Spectrum Strategy, where he leads the development of the organisation’s global spectrum strategy and research agenda. His work focuses on ensuring that mobile operators have access to sufficient, affordable and sustainable spectrum resources to support current and future generations of mobile technology.

Ross works closely with governments, regulators, international institutions and industry stakeholders on a broad range of spectrum policy issues. He also supports the GSMA’s engagement in international spectrum processes, including preparations for World Radiocommunication Conferences and regional spectrum harmonisation activities.

Prior to joining the GSMA, Ross held senior policy and regulatory affairs roles across the telecommunications sector, advising on spectrum management, technology regulation, and broadband development.

Director of Regulatory Affairs and Licensing, EMEA Region | Amazon Leo Mostafa Mousa leads regulatory affairs and licensing for Amazon Leo across the EMEA region, with specialized focus on Middle Eastern and African markets. In this capacity, he engages with policymakers, regulatory authorities, and key stakeholders throughout EMEA to shape regulatory frameworks for Non-Geostationary Satellite (NGSO) systems and secure operational approvals for Amazon’s satellite broadband constellation, Leo.

Prior to joining Amazon, Mr. Mousa served as Director of the Space Service Department at Egypt’s National Telecommunication Regulatory Authority (NTRA), where he led the deployment and technical coordination of Egyptian satellite networks. His portfolio included managing international radio spectrum coordination for multiple satellite systems: NILESAT and TIBA-1 in geostationary orbit, as well as NARSSCUBE, E-STAR-A, and EG-EX-1 in non geostationary orbits. This experience provided him with comprehensive expertise in both GSO and NGSO satellite operations and regulatory frameworks.

Mr. Mousa has been instrumental in advancing global satellite regulatory standards through active participation in the International Telecommunication Union (ITU). He has contributed extensively to ITU Study Groups focused on radio resource management and orbital coordination, working to develop regulations and procedures that enhance the International Radio Regulations governing radio spectrum issues worldwide.

Currently, Mr. Mousa serves as Vice Chairman of the ITU Expert Group on Decision 482 and holds the position of Rapporteur for satellite service regulatory topics in preparation for the World Radiocommunication Conference 2027 (WRC-27). In these leadership roles, he helps shape the future of global satellite communications policy and spectrum management frameworks that will govern next-generation satellite systems.

Mr. Mousa brings deep technical and regulatory expertise in:

• Satellite network regulatory frameworks across multiple jurisdictions
• ITU processes and global telecommunications policy development
• Cross-border stakeholder engagement and regulatory advocacy

Daniel Batty (LLB) is a Regulatory Advisor at Newsky,  a recognised voice and and published researcher in African satellite policy and international spectrum regulation. Based in Johannesburg, South Africa, he specialises in the evolving regulatory landscape for NTN and SatComs , Direct-to-Device (D2D), spectrum management, and emerging space tech.

Daniel has played an active role in supporting regulatory strategies for critical satellite constellation deployments across Africa and worldwide, advising on market access, licensing, international agreements, and spectrum policy. During the current WRC-27 study cycle, he has contributed to shaping the regulatory pathway of several satellite-related agenda items through his work with administrations, regional organisations, and industry stakeholders, particularly across the African region.

He is a regular participant in NPMs, Regional Preparatory Meetings and ITU-R processes, where he contributes to the development of positions on regulatory matters. Daniel continues to be actively involved in advancing Africa’s perspective on Direct-to-Device (D2D) and other emerging satellite technologies.

Ethan Mudavanhu is the Regulatory Affairs Lead for Africa and the Middle East at Sateliot, Europe’s first 5G NB-IoT satellite operator, where he leads regulatory strategy and market access to advance direct-to-device satellite connectivity across Africa and the Middle East.

He serves as Vice-Rapporteur for ICT and the Environment at the International Telecommunication Union (ITU) and as a United Nations Internet Governance Forum (IGF) Global Youth Ambassador, contributing to international policy and regulatory discussions on space, satellite communications, digital infrastructure, and sustainable connectivity.

A qualified lawyer, Ethan holds an LLB, an LLM in Information and Communication Law from the University of the Witwatersrand, and has completed postgraduate Business Strategy studies at Harvard Business School. He has authored academic publications on technology law and policy and is a sought-after speaker on space policy, spectrum governance, non-terrestrial networks, and the regulatory frameworks shaping the future of global communications.

Elizabeth Migwalla is Senior Director and Head of Government Affairs (Africa) for Qualcomm International Incorporated (Qualcomm). In this role, which she has held for eight years, Elizabeth interfaces directly with key government ministries, regulatory authorities as well as regional and international regulatory forums, in order to drive the adoption of advanced broadband wireless technologies and service on the continent.

Elizabeth’s distinguished career in various aspects of telecommunications engineering, operations, services and policy spans more than 31 years. She has built a reputation as one of Africa’s leading experts on communications policy through her many accomplishments during this period. In 2012 Elizabeth was named among the top 50 female executives in Middle East and Africa by CommsMEA magazine.

Prior to joining Qualcomm Elizabeth served The Boeing Company as its Regional Director for Regulatory Affairs for four years. Elizabeth also performed a similar role for ICO Global Communications for a period of five years.

Before entering the private sector in 1997, Elizabeth worked at the Kenya Post and Telecommunications Corporation, as both head of its International Services and Planning and Engineering departments. Elizabeth holds Bachelor’s and Master’s degrees in Engineering from the University of Nairobi (Kenya), and an MBA from Bond University in Australia.

A dedicated and experienced communications professional with 31 years’ experience in the communications industry including 14 year’s regulatory experience in the broadcasting and telecommunications industry being employed with the Communications Regulatory Authority of Namibia since 2012. She has been instrumental in setting and implementing regulatory frameworks in Namibia for spectrum management, infrastructure sharing, quality of service, type approval, numbering, licensing and cyber security including drafting of regulations and consultative documents. Prior to joining the regulator, she was responsible for various technical and commercial projects from scoping and planning stage to completion for two mobile operators in Namibia. Currently she serves in leadership roles for SADC and ATU for Agenda Item 1.7 in preparation for the International Telecommunication Union World Radio Conference in November 2027.

Mamadou Mandialy BODIAN is the Head of the Spectrum Management Service of the Senegalese regulatory authority (ARTP), where he is mostly responsible of making sure that the Senegalese spectrum allocation and policies are aligned to the international ones defined in the Radio Regulations and other international treaties. In this position, he participated in the establishment of a framework for the coordination and sharing of radio electric frequencies in the border between Senegal and its neighboring countries for terrestrial services between 87.5 MHz and 30 GHz and actively participates in the preparation of the Senegalese participation and contributions to the WRCs since the WRC-12.

After starting his career in the customer service technical team for Canadian Satellite TV provider Bell ExpressVu, he worked as an Engineer Team leader for Laria, a company specialized in setting up automated machines for DVD and games distribution in Canada and finally as a consulting project engineer for Rheinmetall Canada, a Canadian system integrator that was chosen to setup wireless systems for access control and video surveillance for the Senegalese Port Authority.

He is an electrical engineer specialized in Electronics and graduated in 2002 from École Polytechnique de Montreal (University of Montreal). He also obtained and Executive MBA degree from Université Paris Dauphine and Université Panthéon-Sorbonne in 2015.

Eiman Mohyeldin is the Global Head of Spectrum Standardization for Nokia, responsible for defining and executing Nokia’s spectrum strategy and leading Nokia’s engagement on spectrum matters with customers, regulators, authorities, and partners in the ecosystem worldwide. She is actively involved in the World Radio Conference (WRC) process, participating in the WRC conferences and preparatory meetings (CPM). Eiman has also contributed to and led groups for the IMT technology process (4G, 5G, and recently 6G) in ITU and CEPT. Eiman is Co-Coordinator in CEPT NOW4WRC23 promoting gender equity and parity in CEPT and ITU.

Charley Lewis (PhD, MComm) has extensive experience across the wide field of ICT sector policy and regulation, covering broadband and telecommunications, broadcasting and the Internet. Covering a wide variety of key areas, his expertise ranges from universal access and service, through the digital divide, consumer protection, quality of service, statistics and indicators, to spectrum management and the 4th industrial revolution and 5G.

Dr Lewis’ varied career includes teaching Mathematics and English at high school level; Information Systems Analyst in the banking sector; Head of IT at COSATU (Congress of SA Trade Unions); Senior Lecturer at the University of the Witwatersrand; Independent Analyst and Researcher; and Councillor at the Independent Communications Authority of South Africa. He has managed and taught professional development and academic courses on ICT policy and regulation to policy-makers, regulators, and industry practitioners.

Dr Lewis holds a BA Hons in English, a Higher Education Diploma, an M Comm in Management of Information Systems, and the degree of Doctor of Philosophy. He is an experienced researcher and a published author, with his book, Regulating Telecommunications in South Africa: Universal Access and Service (Palgrave Press, 2020) following on from the research for his award-winning PhD thesis.

Dr Lewis was part of the Ministerial Task Team on a Post-Covid-19 Economic Response Strategy, having previously served on South Africa’s National ICT Policy Review Panel (2012-2015).

Most recently, Dr Lewis was appointed to serve a second four-year term as Councillor at the Independent Communications Authority of South Africa, his first term running from 2020 to 2024, six months of which was in the role of Acting Chairperson of Council.

Peng serves as the Vice-President of Policy & Regulatory at GSOA, where he spearheads advocacy efforts in critical policy and regulatory domains, including spectrum management, market access, and national policy initiatives. With a rich background in the telecommunications sector and expertise across mobile and satellite industries, he’s been advising governments and telecom industry globally.

Before joining GSOA, Peng played a pivotal role at Eutelsat OneWeb in shaping international regulatory and policy frameworks, focusing on delivering satellite licensing structures to accommodate Low Earth Orbit (LEO) constellations, and tailoring satellite regulatory procedure during WRC-23.

Prior to this, at GSMA, Peng was responsible for the global campaign aimed at optimizing spectrum licensing conditions for mobile operators worldwide. He led a diverse team of policy experts across developing markets, engaging policymakers and regulators to advocate for industry best practices in telecom policy.

Peng holds a Master’s degree in Telecommunication from the Swiss Federal Institute of Technology of Lausanne, complemented by an Executive MBA from the London Business School. Peng is fluent in English, Mandarin, and French.

Bashir Gwandu Holds a BSc and a number of Masters degrees, as well as a PhD in Electrical Engineering from prestigious Universities around the world. He has designed many devices that are used in the telecoms, oil/gas, power, defense, and aviation industries, some of which have been patented in Europe and the United States. He is a Chartered Electrical Engineer, and one of the Fellows of the prestigious Institution of Engineering Technology (IET) UK since 2010 (being one of the few Engineers of African origin that attained IET Fellowship ranking). Whilst in academia, he published over 40 Electronic and Electrical Engineering Research papers in world Class Electrical Engineering Journals and Conference proceedings. His technical publications are very highly cited internationally, which is an attestation of their high standard of quality.

Dr Gwandu who served as Acting EVC/CEO of the NCC in 2010, was the Executive Commissioner for Engineering and Technical Standards at the NCC; supervised all Directors/Staff concerned with National Spectrum planning, monitoring, and management, Quality of Service Monitoring and Network Optimization, Equipment Conformance Assessment and Interoperability Testing-Type-approval, Numbering Plan, Allocation and Management. He was the Executive Commissioner in charge of Licensing and Consumer Affairs of the NCC until June 2007. He was involved in NCC-based training of personnel from other partner regulatory bodies of Africa in different aspects of telecom regulation. Gwandu was part of a number of Nigerian Presidential/Ministerial think-tank committees including; Vision-20-2020, Nigerian ICT RoadMap, the first Panel of Experts that vets and approves University Research funding applications under TETFund, the Launch Committee of the Nigerian Communications Satellite (NigComsat-1) and the National Broadband Plan 2020-2025 etc. He represented Nigeria and sometimes Africa, as a lead speaker at a number of UN World Telecommunications Conferences.

Mr Frans was born in Ghana and came to Sweden to attend University. He has extensive experience from both public and private sector. Former CEO of Next Generation.

Broadcasting Ghana, Uganda, Tanzania. Former member of parliament/Riksdagen. Board experience from the UN, National Police Board of Sweden, The Board of The University of Stockholm. Currently member of the board of Sustainable Energy Solutions SENS South Africa.

He is included on the list of Ghana’s 100 most famous people. Mr Frans has a vast network of contacts in Africa where he has conducted business throughout his entire professional career.

Shiv K. Bakhshi, Ph.D., is Vice President, Industry Relations in Group Function Technology at Ericsson. He is charged with the responsibility of articulating technology and policy strategies for Africa and the Middle East, and works closely with industry and policy leaders in those regions.

A recognized expert in mobile technology, policy and markets, Dr. Bakhshi is a strong believer in the role mobile broadband can play in economic development and in helping unleash the digital vitalities of the peoples in emerging economies.

Earlier, as an industry analyst and consultant, Dr. Bakhshi headed the worldwide mobile network and device practices for a leading research and advisory firm for several years. A frequent speaker at industry and academic conferences, he has presented on a broad range of topics pertaining to the structural transformation of the mobile industry.
Dr. Bakhshi started his career as a journalist in India. Later, as an academic, he taught international telecom policy and strategy, and directed graduate and doctoral research, at the University of Kentucky.

A political economist by training, he has a bachelor’s in Economics from Calcutta University. He earned his master’s as well as his doctorate in Communication from The Ohio State University.

Eric Fournier is currently Director for Spectrum Planning and International Affairs in the Agence Nationale des Fréquences (ANFR), the French public agency in charge of spectrum management (www.anfr.fr).

In this capacity, he is responsible for preparing the revisions of the French national table of spectrum allocation and for coordinating French positions in international meetings and conferences on spectrum within ITU, CEPT and EU. He was deputy head of the French delegation for RRC-06, WRC-07, WRC-12, WRC-15, WRC-19 and WRC-23.

He was chairman of the RSPG, a high-level advisory group that assists the European Commission in the development of radio spectrum policy, for the cycle 2022-23.

He has been involved in all discussions on major evolutions of spectrum in Europe and was  Chairman of the Electronic Communication Committee (CEPT/ECC) from 2013 to 2018 and of the European Conference Preparatory Group for the World Radiocommunications Conference 2012 (CPG-12).

Eric is a graduate telecom engineer from SUPELEC (France).

Alexander Kühn is the Head of Section on International and National Spectrum management in the German Federal Network Agency, BNetzA. The section is responsible for spectrum strategies and the authorization for experimental trials. Alexander has about 20 years of professional experience in national and international spectrum regulation. Since 2005, his activities focused on international spectrum aspects, in particular participating in CEPT and ITU-R meetings. He chaired the WRC preparation of CEPT from 2013 to 2019 and is currently the Chairman of the ITU conference preparatory meeting to WRC-27.
