Eng. Stella Kokwenda Banyenza is a telecommunications and spectrum management professional at the Tanzania Communications Regulatory Authority (TCRA), with extensive experience in radio-frequency spectrum management, regulatory affairs, international coordination and telecommunications policy. Her work involves supporting the effective and efficient planning, allocation, assignment and utilization of radio frequency spectrum resources in Tanzania.
Ms. Banyenza is actively involved in national, regional and international spectrum-management activities, including preparations for the ITU World Radiocommunication Conference (WRC-27). She participates in the work of the International Telecommunication Union (ITU), African Telecommunications Union (ATU), Southern African Development Community (SADC), East African Community (EAC) and other regional and international telecommunications forums, contributing to discussions on radio frequency spectrum planning, emerging technologies, satellite communications, mobile services and regulatory frameworks.
Her areas of professional interest include 5G and IMT systems, private 5G networks, satellite communications, spectrum sharing, spectrum planning, emerging wireless technologies and digital transformation. She has also contributed to discussions on new and evolving technologies such as Direct-to-Device (D2D) communications, High Altitude Platform Stations (HAPS), Non-Geostationary Satellite Orbits (NGSO), Internet of Things (IoT) and future mobile communication systems.
Ms. Banyenza has been actively engaged in Tanzania’s WRC-27 national preparations and regional coordination processes, including work on several WRC-27 agenda items and the development of national and regional positions.
Her professional work contributes to ensuring that Tanzania’s radio frequency spectrum interests are appropriately represented in international regulatory processes while supporting the country’s digital transformation objectives.
She is particularly interested in how radio frequency spectrum resources and emerging technologies can be used to improve digital connectivity, innovation, productivity and public service delivery. Her current areas of focus include the role of 5G Private Networks in supporting digital service delivery, smart infrastructure, IoT, secure communications and the development of Tanzania’s digital economy.
Ms. Banyenza is committed to advancing sustainable digital transformation in Tanzania through effective spectrum management, technological innovation and collaboration among regulators, government institutions, industry, academia and other stakeholders.
